Platform and Issues:
It has always been my primary concern to provide “A Better Way of Life” for all residents of the Town of Apple Valley. Over the years, I have been able to do this as Fire Chief of the Apple Valley Fire Protection District, President and board member of the California State Mojave Water Agency and for the past twelve years serving on the Apple Valley Town Council. My goal is to continue working for the residents of our town so that we may all have “A Better Way of Life” here in Apple Valley.

It has been my pleasure to be part of the team that has been able to bring sustained growth and new business to our community. Most recently, we are excited for the new shopping center within the Bear Valley Road and Apple Valley Road area. This includes the development of the new Sprouts Farmers Market. This shopping center also includes Raising Canes, Salad and Go, Hobby Lobby, Marshalls, Five Below and many other stores for the convenience of our residents. I am committed to continuing bringing quality retail and commercial businesses along with new jobs to our community. This includes industrial development to our North Apple Valley specific plan in the area around the Apple Valley Airport.

One of my priorities as a member of the Apple Valley Town Council is to continue improving and adding to the roads within our community. Over the past five years, our engineering department and Public Works Street division have completed 132 miles of resurfacing (micro surface and cold-mix overlay) and 61.79 miles of roadway which had gap repairs (most gap repairs were eventually resurfaced after the repair). Public Works has filled 120,638 potholes since 2019. Please, if you are aware of a pothole in your neighborhood, feel free to call the Town of Apple Valley at (760) 240-7000, extension 7500. You can also use the “Report an Issue” tab at the top of the Public Works page of our website.

It has been my pleasure to work to bring the Brightline West Train Depot and maintenance facilities to Apple Valley. This extremely important rail transportation depot will be located in Apple Valley at the intersection of Interstate 15 and Dale Evans Parkway. I have personally been working with Brightline and San Bernardino County Transportation Authority since 2019. In March of this year, I had the honor to represent the Apple Valley Town Council and attend the groundbreaking for this 222-mile project from Las Vegas to Rancho Cucamonga. This will be the first all-electric high-speed rail in the nation, and I look forward, along with the Brightline staff, to the continued development of this rail system in our country.

Continue supporting our local Sheriff's Deputies and Firefighters

Meet Art
Art Bishop is known throughout the community as the hardest-working man in Apple Valley. Having a connection with residents that spans 50 square miles, Art is currently serving his third term on the Council. As a long-time resident, Art is committed to intelligent, thoughtful development in Apple Valley while still preserving the outstanding spirit and character of the Town.

Art’s public service began with a career in fire service in Lucerne Valley. He later joined the City of Victorville Fire Department before calling home the Apple Valley Fire Protection District where after serving the district for over 15 years and working in fire service for over 30 years, he retired as Fire Chief. During his tenure with the Fire District, Art created the Inland Empire Fire Explorer Association and was instrumental in securing a $31.6 million state-of-the-art Regional Public Safety Training Center in Apple Valley. This facility is not only used to train new public safety officials but also serves in conjunction with the local college to provide career development for future Emergency Medical Services, Fire Science/Firefighting, and Administration of Justice personnel. Art has always served as an ambassador for the youth mentoring the young adults of today for leadership tomorrow. Shortly after being elected to the Council, Art created the Mayor’s Youth Leadership Summit. The summit provides an opportunity for high school students to spend a day with Town elected officials and staff learning about local government.

Art is a strong supporter of our senior community and our Veterans. Serving in the United States Army, 3rd Armored Division, he understands the need to provide our veterans with programs and benefits designed to assist those who have given service to this country with needed resources. He uses his voice on the council to fight for the welfare of the unknown soldier living in our communities. Arts' unique experience as a veteran, a fire chief, and past President of the Mojave Water Agency Board makes him well-rounded in knowledge and experience as he navigates the challenges faced by communities throughout the state. From veteran affairs to fire safety and droughts, Art has stepped up to the plate to find real solutions that make a difference in both Apple Valley and the State of California.

Art recognizes that it takes hard work and commitment to get the job done. Remaining focused on each task at hand, Art represents the Town as an executive member of the San Bernardino Council of Governments, Past President of the San Bernardino County Transportation Authority, the Mojave Desert and Mountain Recycling Authority, Victor Valley Wastewater Reclamation Authority, the Victor Valley Economic Development Authority, Co-Chair of the Inland Regional Energy Network and serves as the Vice-President of the CAL Cities Desert Mountain Division. He is also an active member of numerous professional and civic organizations including the Apple Valley Chamber of Commerce, the Apple Valley Kiwanis Club, the Apple Valley Optimist Club, the Friends of the Victor Valley Museum, the Apple Valley American Legion, and the Apple Valley Seniors Club.

Art has resided in Apple Valley for over 35 years with his wife Kathleen. They are the proud parents of one son, Aaron, a daughter Angela, and five grandsons. Art and Kathleen are also long-standing members of the Community Church at Jess Ranch.
